You are working on a global or international project, and you want to incorporate your social media contents into it. But a handful of countries (including China - that big fat chunky meaty market) have put bans on Facebook, Twitter, and YouTube, etc., and they happen to be on your target market list. What happens now?
First, you are off to a good start if you were aware of this situation before you started the project and already negotiated with your client about it. It has impacts on your budget, strategy, operation and maintenance, etc. To be more specific, you may not have the expertise (language and culture wise) in those local media outlets; extra hours and cost will probably incur if local social media outlets need to be set up for those handful of countries; and you need to think about long term impact - who is going to maintain and update the contents for those social media, etc.
Second, if your project only requires a one time entry of social media content (e.g. product videos) or you are only seeking for minimal presence on leading social media outlets (e.g. a public page without regular updates that simply tells people who you are and redirects traffic to your website), it is less complicated. Budget permits, you can probably set apart a small budget to set up local social media accounts in those markets and make a one time content entry of your images, videos, and public page, etc. Just make sure you link them to the resource you want your visitors to go to - your official website, or your local office/dealer. If you do not have the budget, try putting content into your official website or local offices/dealers, and skip the social media part.

Lastly, if those markets happen to be of crucial significance to you, and you need constant social media presence there, you may have to consider hiring or outsourcing expertise in managing local social media accounts in those countries. You probably want to keep legal requirements in mind and find the most appropriate way to hire or outsource internationally, while finding the best fit for your budget by deciding what kind of hire or outsourcing you need. As a matter of fact, if you search locally within those territories, it usually won't cost you that much because the local wages in those areas are generally lower than those in the developed countries. And the good news is, there are quite a few young talents in fast developing countries that know the English language well enough to work on demand. Plus, they bring their natural knowledge of local culture and social media communication protocol in to the job.
